2000 The Official Congressional Holiday Ornament depicts Congress' first home in the new city of Washington, for which Maryland and Virginia had ceded the land. Since the Capitol Building was not yet completed, when the government took up residence in 1800. During the first 11 years after the ratification of the Constitution, three different cities served as our national capital - New York, Philadelphia and finally Washington D.C. Emerald green gift box.
