1998 The Official Congressional Holiday Ornament illustrates an early meeting place of Congress - Federal Hall, The Seat of Congress in New York City where Congress met from 1789-1790. During the first 11 years after the ratification of the Constitution, three different cities served as our national capital - New York, Philadelphia and finally Washington D.C. in 1800.
